Latvia and Lithuania cross-border strengthening project
The Latvia and Lithuania cross‑border strengthening project aims to significantly enhance electricity transmission capacity between the two countries and reinforce the stability of the Baltic power system. The project focuses on the construction of new 330 kV transmission lines and modernisation of existing interconnections.
The strenghtening of Latvia and Lithuania cross-border will increase the total amount of cross-border capacity by up to 1000 MW.
The project includes:
New cross-border overhead line constructions between substation in Latvia (Broceni) and new substation in Lithuania (Varduva).
Existing interconnection reconstruction from Grobina substation in Latvia to Derbenai substation in Lithuania
Substation reconstructions for new overhead line connection.
Litgrid Cross-border infrastructure development programme also includes internal grid expansion in Northwest–North–East Lithuania.
Current status
The project is implemented by Litgrid together with Latvian transmission system operator Augstsprieguma tīkls.
The preliminary study initiated by Litgrid and AST about a need of cross-border capacity increase and other benefits has been finished and it proved the benefits and justification for the capacity increase after 2035.
In late 2025, the European Commission included the project in the PCI list.
In Lithuania, territorial planning is ongoing. Litgrid is also seeking Project of National Importance status.
