Status: the contract with the supplier has been signed and work planning is underway with the successful contractor.
 
 
Objective of the project
 
Implement an information system for energy balance and management of electricity transmission network services in line with national and EU legislation.
 
Significance of the project
 
As part of the implementation of the European Commission Regulation 2017/2195 of 23 November 2017 laying down a guideline on electricity balancing (EBGL), “Litgrid” will have to update its processes related to balancing and imbalance accounting and balance management.
 
On 27 May 2019, the Baltic States’ transmission system operators signed a contract with the Continental European operators on the synchronisation of the Baltic electricity systems with the Continental European grids, which sets out the technical requirements (hereinafter - the Catalogue requirements) to be implemented in order to ensure the reliable operation of the Baltic electricity systems and the Continental European Synchronous Area. The Catalogue requirements will require most of the balance and system service management processes to be upgraded before final synchronisation with Continental European networks.
 
“Litgrid” is currently compliant with the conditions of the IPS/UPS synchronous zone, but in order to connect to Europe, we need to meet the mandatory synchronisation requirements for all European operators. The new energy balance and service management system is significant because it will ensure the implementation of synchronisation projects and the associated automation of the electricity market. This will make Lithuania's electricity transmission system run more smoothly and reliably.

General project information
 
The implementation of the new energy balance and electricity transmission network service management system is necessary for “Litgrid” to be able to ensure the uninterrupted and high-quality provision of balance management and related metering services to the electricity market participants in accordance with the requirements of national and EU legislation.
The project is planned to be implemented using Agile methodology. The development of the system is divided into two phases, the first of which will introduce the basic functionality and implement the highest priority requirements. The second stage will include the implementation of additional functionality.
