Approved proposal for the market-based cross-zonal capacity allocation methodology for balancing capacity
 
Litgrid together with the rest of the Baltic capacity calculation region (CCR) – Latvia, Estonia, Poland, Finland and Sweden - transmission system operators have amended the proposal for the market-based allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves in accordance with Article 41(1) of the Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing (hereinafter - Regulation), after receiving a request for amendment for the methodology proposal from the Baltic national regulatory authorities (NRA). A public consultation for the proposal was launched on 22 September 2022 and concluded on 23 October 2022.
 
After the evaluation of the received responses from market participants, the proposal was submitted for approval to the national regulatory authorities on 15 November 2022. Following the request for amendment, the methodology proposal was submitted by Litgrid to the National energy regulatory council (NERC) on 14 July 2023. The Baltic CCR NRAs had reached a common position that the methodology proposal is in agreement with the requirements set out in the Regulation.
