Balancing market
Common Baltic balancing energy market is in operation since 1st of January 2018. Elering AS, AS “Augstsprieguma tīkls” and LITGRID AB (hereinafter - Baltic TSOs) commonly organizes trading of balancing energy in Baltic states in accordance with common Baltic balancing market rules.
Common balancing energy settlement model and imbalance settlement rules ensures financial neutrality of Baltic TSOs and incentives for market participants to keep balance.

Baltic TSOs have prepared draft of Baltic balancing market rules for implementation of European mFRR balancing energy platform pursuant to Article 20 of Regulation (EU) 2017/2195 of 23rd of November 2017 establishing a guideline on electricity balancing for a public consultation from 7th of October to 7th of November 2020.

Baltic TSOs on 20th of January 2021 have prepared the amended version of Baltic balancing market rules considering the feedback and answers received from the stakeholders during public consultation.
Response table for feedback and answers of the stakeholders to public consultation is published additionally to amended Baltic Balancing market rules.
Considering the response of market participants to the public consultation, Baltic TSOs plan to join European mFRR balancing energy exchange platform no later than 2024 Q2 while coordinating the go-live with Nordic operators, therefore Baltic TSOs plan to submit the derogation request regarding implementation timeline of EB Regulation art. 20 to national regulatory authorities.
