New Baltic states’ electricity transmission operators' project - Regional Coordination Centre launches

The Baltic Regional Coordination Centre (RCC), which provides network security services to the Baltic states’ electricity transmission system operators - Litgrid of Lithuania, Elering of Estonia and AST of Latvia starts operating on 1st of July. The Centre will operate as an independent organisation.

According to Donatas Matelionis, the Head of Litgrid System Management Department, the RCC will carry out five main tasks from the start of its operation: calculating the capacity of power lines between countries, assessing the reliability and adequacy of the systems, planning the disconnection of lines, and developing a common network model.

He said this will ensure the smooth running in the countries, which are working more closely every day in preparation for synchronisation, and afterwards will maintain a close relationship within a common continental European network.
According to D. Matelionis, the RCC’s activities are expected to expand in the future and it will perform more than ten different functions to ensure the coordination of system reliability and security in the region.

“The establishment of the Baltic RCC will contribute to a more coherent implementation of synchronisation, as it will allow the implementation of common reliability coordination processes in the region and with other Western operators in accordance with the European network code requirements,” said D. Matelionis.

One of six European centres

The RCC was established by the transmission system operators of the three Baltic states in line with the requirements of the EU’s Clean Energy Package.

The Regional Coordination Centre is based in Tallinn, the capital of Estonia, with regional offices in Latvia and Lithuania. The independent body will be managed by three directors, one from each country.  Paulius Cicėnas is the Lithuanian representative in the newly established company.

The Baltic RCC is one of the six Regional Coordination Centres in Europe.
Network security services are provided by Nordic RSC in the Nordic countries, TSC Net and Coreso in Central Europe and Selene and SCC in the South.
