Approved proposal for the exemption to balancing capacity obligation transfers across Baltic bidding zones

The Baltic region national regulatory authorities (hereinafter – Baltic NRAs) have approved the Baltic states’ transmission system operators’ Litgrid, Augstsprieguma tīkls and Elering proposal for the exemption to the obligation to allow transfer of aFRR and mFRR balancing capacity for all bidding zones in the Baltic countries in accordance with Article 34(1) of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing (hereinafter – the Regulation). The Baltic NRAs had reached a common position that the methodology proposal agrees with the requirements set out in the Regulation. A public consultation for the exemption proposal was held from 15 June 2023 until 16 July 2023 and was submitted for approval on 11 August 2023.
