Regarding the Terms, Conditions and Methodology on Cross-Zonal Capacity Calculation, Provision and Allocation with Russia

Lithuanian transmission system operator Litgrid, together with Latvian transmission system operator AS Augstsprieguma tīkls and Estonian transmission system operator Elering AS, prepared the Terms, Conditions and Methodology on Cross-Zonal Capacity Calculation, Provision and Allocation with Russia (hereinafter - the Methodology) and submitted it  for the approval to the respective Baltic regulatory authorities. The draft methodology also assesses the public consultation that took place in 2020. September 25 - 2 October (inclusive), comments and suggestions received in the process.
 
The methodology was developed considering:
- the provisions of the European Commission Regulation (EU) 2015/1222 of  2015 July 24 laying down guidelines for capacity allocation and congestion management, which govern the principles for the calculation, determination and allocation of interconnection capacity.
- the imperative requirement of Article 4 (1) of the Law of the Republic of Lithuania on Necessary Measures to Protect Against the Threats of Unsafe Nuclear Power Plants of Third Countries that produce electricity in unreliable nuclear power plants (other than energy needed to maintain grid operational and necessary to ensure the reliability of the electricity system of the Republic of Lithuania) may not enter the electricity market of the Republic of Lithuania.
- Decisions of the meeting of the Committee of Senior Energy Officers of the Baltic Council of Ministers.
- A joint letter of  2020 September 15 from the Baltic national regulatory authorities entitled “The Proposal on terms, conditions and methodology for cross-zonal capacity calculation, provision and allocation with Russia”, which sets deadlines for the harmonization of the Methodology and the submission of the Methodology to national regulators.
 
The published draft Methodology has not been approved by the Lithuanian State National Energy Regulatory Council (hereinafter - NERC) and is published by NERC at a separate request. For the sake of clarity, we note that this Draft Methodology and the public consultation notes table were provided to all participants in the public consultation and to NERC immediately after the public consultation.
