Public consultation on submission of the procedure for determining the scope of services provided to the transmission system operator by aggregation
LITGRID AB (hereinafter referred to as the Company) in accordance with the Law No. 101/2011 of the Republic of Lithuania on Electricity. VIII-1881 2, 6, 7, 9, 16, 17, 21-1, 22, 22-1, 31, 35, 39, 39-1, 40-1, 41-1, 46, 46-2, 46-3, 47, 48, 48-2, 48-3, 48-4, 51, 52, 52-1, 61, 61-1, 61-2, 67, 69, 73-2, 76, Amendment to the Annex and Supplement to the Law by Article 61-2, Article 38, Part 13, has prepared and is submitting for public consultation a draft of the Description of the Procedure for Determining the Scope of Services Provided to the Transmission System Operator (hereinafter referred to as the Project).
The Project defines the list of services that may be subject to aggregation, the conditions for providing the service, the process of installing and using dedicated meters, and the data exchange between aggregators, distribution network operators and the Company.
The Project provides that offers for the same consumption or production facilities during the same imbalance period may be provided only in one electricity market segment. Suppliers wishing to provide these services must provide information about their aggregated objects, and the scope of the service is determined based on data from smart or dedicated meters.
The Project provides for two aggregation models: the main metering device model, when a smart meter installed by the operator is used, and the dedicated meter model, when an additional meter installed in the user’s internal network is used, applicable only to a part of the user’s devices. The technical requirements for dedicated meters are set out in the electrical equipment rules, and their installation or verification is carried out by the transmission system operator at the request of the participant. The project provides that the participant pays for the installation and operation of such a meter, and when connecting consumers to the transmission network, technical accounting measuring devices are considered a dedicated meter.
The Project additionally provides that when pooling services are provided with a single energy generation source or an electricity storage device connected to the distribution or transmission network, in such a case commercial accounting devices are used in accounting.
Accounting and settlements for the services provided are carried out based on data from smart or dedicated meters, as well as calculations of initial demand. BRP balances are adjusted taking into account the actual change in consumption due to independent demand pooling. The project proposes to establish that TSOs have the right to receive actual consumption or production data, and network operators and BRPs must provide planning and actual data for the previous period on individual network users in a timely manner.
The Project Annex presents the Methodology for Determining the Initial Electricity Demand, the provisions of which do not change compared to the current version, except that the data resolution is changed from hourly data to 15 minutes.
Taking into account the above, the Company submits the Project for public consultation for coordination. The Company invites you to a remote presentation of the Project on January 15, 2026 at 10 a.m.
