Public consultation on the renewal of the standard terms and conditions of the electricity transmission service contract
Litgrid AB (hereinafter referred to as the Company), taking into account the Implementation plan of the Twentieth Programme of the Government of the Republic of Lithuania, approved by the Government of the Republic of Lithuania of 10 December 2025 Resolution No. 895 "On the approval of the implementation plan of the Twentieth Programme of the Government of the Republic of Lithuania", subsection 9.3.4, on 2026-04-07 prepared the Dynamic Tariff Concept (hereinafter referred to as the Concept).
The following changes are established in the Concept:
1. By improving and supplementing the currently applied static pricing of transmission tariffs, it is envisaged to choose the energy component of the sliding price zones, the limits of which will be set by the Company. It is intended to apply 3 electricity price exchange limits, which would form 4 price zones.
2. New and existing consumers will have the opportunity to agree with the Company on the possibility of managing their consumed power. A reduced weight of the tariff component for the acquisition of additional services will be applied for the relevant part of the power managed by the Company. This measure will be available to all transmission network users. Also, the Company will apply the discount of this measure to the distribution network operator, and the distribution network operator will be obliged to transfer this discount to consumers connected to the distribution network who provide balancing services to the Company.
3. It is proposed to change the principle of application of tariffs for power and additional service components from application for declared power to application based on the permitted usable power.
In implementing the Concept, the Company has prepared a draft of the Standard Terms and Conditions of the Electricity Transmission Service Agreement (hereinafter referred to as the Agreement).
The following amendments to the Agreement have been made:
1. The Standard Terms and Conditions of the Agreement:
1.1. (and separate annexes to the Agreement) establish the possibility for network users to choose a dynamic price for electricity transmission services for all or part of their devices, applying dynamic electricity components, starting from 2027. These tariffs would be linked to the day-ahead electricity market prices and the user's ability to be managed by the Company.
1.2. The concepts of the Agreement have been supplemented with the relevant power categories;
1.3. the provisions on the information to be provided in the transmission service acts (Chapter 4) have been clarified;
1.4. Chapter 9 has been supplemented with the procedure for limiting electricity consumption and storage by network users;
1.5. a clearer mechanism for power management and restrictions is being created: Chapter 10 has been supplemented with provisions on the assessment of hybrid power, the procedure for determining the excess of the permissible usable power, the deadline for informing about the imposed fine for exceeding the permissible generating power has been extended, a new Chapter 11 has been supplemented with restrictions on the permissible usable power, the procedure for terminating the contract and terminating (limiting) the transmission of electricity in case of exceeding the permissible usable power, etc. has been more clearly regulated.
2. In the special conditions of the contract:
2.1. Clarified p. 2.6, regulating the terms of payment for services;
2.2. Added a new p. 2.14. regarding the price of dynamic electricity transmission services.
3. In Annex 1 to the contract:
3.1. added an additional line regarding the detailing of the power allowed for use by network user, i.e. it will be necessary to add the value of the unlimited power allowed for use, the power allowed for use limited at the planning stage, and the power allowed for use limited at the real-time stage;
3.2. added a more detailed procedure for limiting consumption and storage;
3.3. updated the summary table of priorities. The table is aligned with 2026-04-30 approved a new version of the Description of the Procedure for Using Electricity Transmission Networks. Compliance of the contractual provisions with the relevant regulation is ensured.
4. Annex 5 to the Agreement has been substantially updated, regulating the procedure for determining the taxable permitted capacity.
5. Annex 6 to the Agreement details the critical failure scale criterion of p. 3. The amendment aims to increase the reliability and operational security of the system.
6. Annex 11 to the Agreement has been separated into separate sections, supplemented with the procedure and conditions for restrictions on electricity consumption and storage, the conditions for applying the additional services acquisition component to the transmission service price, and the name of the annex has been changed accordingly. It is envisaged that the additional services acquisition component applies to the qualified volume of TN objects or the volume of balancing services provided by TN according to the bids submitted for the balancing energy auction.
7. A new Annex 13 to the Agreement “Conformity requirements for electricity consumption management” has been prepared. This annex establishes technical and organizational requirements for the management of consumption by network users, in accordance with which the conformity assessment will be carried out.
8. Other editorial changes.
It should be noted that only the amended annexes to the Agreement are submitted for public consultation.
Taking into account the above, in accordance with Article 23(5) of the Electricity Law, the Company submits the draft Agreement for public consultation for coordination.
