Lithuanian Flexibility needs assessment report
Lithuania’s electricity transmission system operator Litgrid, together with the electricity distribution system operator ESO, has prepared, and the National Energy Regulatory Council (VERT) has approved, the first Lithuanian Flexibility needs assessment report for 2028-2035.
Flexibility in the electricity system refers to its ability to respond quickly to changes in generation and consumption. This need is becoming increasingly important because electricity generation from renewable energy sources depends on weather conditions and is inherently more variable than conventional generation.
The report provides, for the first time, an assessment of how much flexibility the Lithuanian electricity system will require in the long term as renewable energy generation and electricity consumption continue to grow rapidly.
According to the report, the total demand for flexibility resources in Lithuania is expected to increase from 4.36 GW to 7.13 GW by 2035. This growth will be driven by expanding wind and solar generation capacity as well as rising electricity consumption across the country.
The report’s findings indicate that, considering the projected development of Lithuania’s electricity system, the system will be capable of adapting to changing grid conditions and the increasing integration of renewable energy sources.
Based on the report’s results, Litgrid plans to prepare a Lithuanian Flexibility Market Development Plan, which is expected to be presented to market participants by the end of the fourth quarter of 2026. In the future, the Flexibility Needs Report will be updated every two years to regularly assess changes in system requirements and market development trends.
