Litgrid did not violate the terms of regulated activities

Lithuanian electricity transmission system operator Litgrid did not violate the terms of regulated activities and thus does not agree with the protocol of National Commission for Energy Control and Prices (hereinafter - the Commission) with regards to alleged violations.

"During the period of 2011-2013 and to date, the Commission has not approved the methodology on how to properly perform the electricity transmission revenue and expense accounts. Consequently, due to the lack of clear regulation on this matter, decisions on whether particular costs are qualifying for regulated activities, are based rather on interpretation than legislation,” said Rimantas Busila, Member of the Board and Director of the Finance Department of Litgrid.

Litgrid has repeatedly called on the Commission members and professionals to engage in a constructive dialogue and determine clear accounting principles for the costs of regulated activities. The attempts to quickly resolve not yet fully discussed and unreasoned questions, as well as inaccuracies in the documents being prepared, reveal the unjustified urgency of the decision making process. These decisions may have a significant bearing during the period of completion of the strategic electricity sector projects.
